1. The Journal adheres to high standards of publication ethics and makes every possible effort to ensure them.
1.1 These standards are mandatory for the members of the editorial board, the editorial board, authors of articles and scientific reviewers.
1.2 Violation of any of these standards by the author is a ground for rejection of the article.
2. An article for publication is submitted to the Journal by the author or co-author of the article. The number of co-authors should include all persons who have made a significant creative contribution to the content of the article. Other persons who participated in the work on the article may be thanked.
2.1 The author submitting the manuscript to the editorial board must indicate all co-authors of the work. He also guarantees that all co-authors are familiar with the final version of the article and agree with its submission for publication.
2.2 The article submitted for publication in the Journal must be original. The author should specify that the work is published for the first time and guarantee that it has not been published earlier in other editions in its current or similar form and is not under consideration by the editors of other editions. Submission of one manuscript to several journals simultaneously is unacceptable.
2.3 The author guarantees that both the submitted article and its publication will not violate the copyright and other rights of third parties.
2.4 The submitted article should be properly designed, including an abstract, references to sources, a bibliography list. Articles that do not comply with the GOST standards will not be accepted by the Journal for review. The Editorial Board ensures the availability of all the requirements for publications. The article must be written in clear language. Its content must correspond to the profile of the Journal.
2.5 If the author discovers errors or inaccuracies in an article already published, the author must inform the editorial board about them as soon as possible.
2.6 Plagiarism, verbatim copying of own works or works of another person without attribution, without reference to the source, incorrect paraphrasing the work of another person without proper reference to the source is unacceptable. The publication of inaccurate information is also not allowed.
2.7 If elements of the article have been previously published, the author is obliged to give in its text an exact reference to the earlier work.
2.8 Self-plagiarism, copying the author’s own previously published works verbatim, as well as their paraphrasing while retaining the general meaning is not allowed.
2.9 In exceptional cases the editorial board has the right to accept for publication the articles, in which the author substantially (not less than 50%) reinterpreted the materials published earlier.
3. The Editorial Board reserves the right to reject an article sent to it for review if the author of the article does not meet at least one of the conditions listed above.
3.1 Editorial Board maintains the anonymity of scientific reviewing.
3.2 Members of the Editorial Board should take a balanced, balanced position when performing their duties and deciding on the publication or rejection of an article.
3.3 The decision to accept the article for publication should be made based on the evaluation of the originality, novelty, reliability of the conclusions of the article.
3.4 Discrimination of authors on the basis of their age, gender, religious, political views, national and ethnic origin is not allowed.
3.5 The position of the editorial board does not necessarily coincide with the opinion of the authors.
3.6 Any person may submit to the editorial board justified information about errors or misprints that he/she has found in the Journal’s publications. This information must be carefully studied and the editorial board must notify the author about the decision.
3.7 If necessary, appropriate information should be published in the Journal.
4. The purpose of scientific reviewing is to maintain a high scientific
level of the Journal.
4.1 The purpose of reviewing also includes helping authors of articles to improve the quality of their papers.
4.2 Reviewers are obliged to evaluate articles objectively and reasonably, in clear language and within the deadlines specified by the editorial board. All reasons preventing reviewing should be immediately reported to the editorial board.
4.3 Reviewers may not inform third parties about the reviewed materials or discuss them with third parties except as directed by the editorial board.
4.4 Reviewers must immediately notify the editorial board about all possible conflicts of interest with the authors.
4.5 Reviewers should inform the editorial board about the sources and literature not used by the authors on the topic of the article being reviewed.
4.6 Reviewers should also draw the editorial board’s attention to significant similarity or partial overlap of the reviewed texts and any other published works known to the reviewer.
4.7 In the process of reviewing the work any author can be asked about the sources on the basis of which the article is made.
5. The author grants to the Founder of the Journal the exclusive right to the article (work) free of charge for the term of the exclusive right to the work. The Author guarantees that he/she has sufficient rights necessary for the conclusion of the contract.
5.1 All possible disputes and disagreements, including copyright issues, are resolved by negotiations on the basis of ethical norms and procedures if possible.
